Flock Safety HOA Webinar: Top Questions Answered

Recap of the most-asked questions from our Community Safety webinar - covering how Flock works, who can access footage, law enforcement collaboration, and more.

Our recent Flock Safety neighborhood safety webinar brought in over 90 questions from community leaders, board members, and residents. Below, we’ve compiled the 10 most asked questions about Flock Safety’s products and features, along with answers shared during the Q&A session. Whether you're a current customer or considering Flock Safety for your community, this blog will address top of mind questions people have.

1. What exactly are the Flock product offerings for neighborhoods?

Our core offerings include:

  • LPR (License Plate Reader) - formerly known as Sparrow or Falcon – Automatically captures vehicle license plates to help identify suspect vehicles and track traffic through neighborhoods
  • Video (Live & Recorded) - formerly known as Condor – Provides high-quality footage of both vehicles and people, with configurable alerts for motion or activity during specified hours
  • AI-Powered Gunshot Detection - formerly known as Raven – Uses acoustic sensors and triangulation to detect gunfire with high accuracy and alerts law enforcement within seconds

These solutions work together or independently, depending on your community's needs.

2. Can Flock cameras detect individuals on foot?

Yes, that’s a great use case for our video cameras. You can enable what we call an "after-hours or people detection alert" for areas like sports courts, pools, parks or trails. If someone enters during designated hours, the system sends an alert.

3. Who owns the footage, and who can access it?

You do. As the customer, your community owns the footage and determines who has access. Our integration with law enforcement is a key differentiator, and sharing access is always at your discretion. By securely connecting your local law enforcement agency to our platform, they’ll receive real-time Hot List Alerts the moment a stolen vehicle or known suspect—identified through our integration with the FBI’s NCIC database—enters your community.

4. Can we get help figuring out where to place cameras in our neighborhood?

Yes! Flock works with you from the start—your sales rep and installers will assess your property layout and recommend optimal camera placement for maximum visibility and effectiveness, often involving team members with law enforcement backgrounds.

5. Can Flock cameras capture speeding vehicles, especially at night or in low-light conditions?

While Flock cameras do not currently measure vehicle speed, they are designed to capture clear images of fast-moving vehicles—even at night or in low-light environments. The combination of LPR and video technology ensures that critical details like license plates and vehicle characteristics are visible, making it easier to investigate incidents such as reckless driving.

6. How long is data stored (both LPR & Video)?

Currently, footage is retained for 30 days unless downloaded or flagged earlier. This retention period is sufficient for most investigative needs and helps balance storage with privacy.

7. Can I zoom in or clarify blurry license plates in footage?

While you cannot digitally enhance a blurry plate post-capture, our systems are calibrated during installation to optimize plate visibility. If you're unsure about the clarity, your installer will show you real-time coverage and adjust angles as needed.

8. Does Flock support formal and informal communities (i.e., those without HOAs)?

Absolutely. Even without a formal HOA, residents can form LLCs or partnerships to fund and manage Flock systems. Flock Safety was started by serving communities just like that.

9. How accurate is gunshot detection and how does it work?

Gunshot detection relies on triangulation. With at least five devices, we achieve 90% accuracy and alerts are sent within 60 seconds of a shot being fired. The location is accurate within 90 feet.

10. How do we strengthen partnerships with law enforcement?

Start by inviting them to community meetings. Flock’s system logs every access and search, providing transparency and accountability. We also offer a Transparency Portal you can publish to your residents so they know how the system is being used.
