(Prosper, TX) -- On Tuesday, May 20, 2025, the Prosper Police Department unveiled the first Flock Aerodome Drone as a First Responder (DFR) system in the state of Texas.

This groundbreaking DFR technology empowers public safety agencies with state-of-the-art tools that significantly enhance law enforcement response efficiency, officer and public safety, and tactical effectiveness.

The Flock Aerodome DFR system leverages automated DFR 2.0 capabilities, featuring Detect and Avoid (DAA) radar, seamless integration with Flock911 and License Plate Readers (LPR), and the ability to fly at altitudes of up to 400 feet, providing a powerful new layer of situational awareness for first responders.

“This will revolutionize our response time. We can really leverage this technology and make it safer for the community.”
- Prosper Police Chief Doug Kowalski

The first-of-its-kind Flock Aerodome DFR system strategically positions drones at automated battery-swapping docks across the town, enabling Prosper PD pilots to automatically launch and manually pilot the drones to service calls and emergency situations with an average response time of 86 seconds.

Town of Prosper Mayor David Bristol said the initiative reflects the council’s commitment to cutting-edge technology, while Flock Safety Vice President of Aviation Rahul Sidhu added the company is “honored to partner with Prosper PD” on the first Flock Aerodome deployment in Texas.

The program has been shown to help other agencies across the country achieve a 71% average reduction in response times and an 89% increase in the identification and location of  suspects and vehicles, resolving 20% of calls without sending patrol units.

“These programs offer many of the same benefits as helicopters, enabling us to respond to critical incidents with greater precision and effectiveness, ultimately transforming our approach to public safety,” said Chief Kowalski.

During the first three weeks using the DFR technology, Prosper PD deployed the drone during a felony traffic stop, used it to help recover several stolen cars, and arrested a man with outstanding warrants for family violence.

Strict protocols regulate the DFR program to ensure transparency and accountability, aligned with FAA regulations and town policies.
