When Chief Bobby Davis took the helm at the Elk Grove Police Department, he wasn’t looking to revolutionize the role of police chief. Instead, he focused on something more foundational: leading with empathy, empowering his team, and making strategic investments in people and technology that would move the department—and the profession—forward.
In a recent conversation on Flock's "Real Time Policing When Moments Matter" podcast, Chief Davis shared his philosophy on leadership, the critical role of culture in public safety, and how Elk Grove has become a model for real-time policing across the country.
Leading with Empathy in a Tactical World
Chief Davis doesn’t shy away from using the word “love” when talking about his officers. In fact, he believes it’s the missing ingredient in many organizations, not just law enforcement.
“Organizations like ours don’t need more management,” he said. “They need people who recognize that the ones doing the work are the real engine. Once we accept that, the role of leadership becomes clearer: support them, believe in them, and care about them.”
This philosophy has become the cornerstone of Elk Grove PD’s internal culture. It’s not just about performance metrics or tactical precision. It’s about showing up consistently, having tough conversations with compassion, and creating a space where officers feel seen, valued, and supported.
The RTIC as a Cultural Anchor
During the isolation and uncertainty of the early COVID-19 era, Elk Grove’s burgeoning Real-Time Information Center (RTIC) became more than just a tactical operations room. It became the cultural heart of the department.
“Real-time became the family hub,” Chief Davis recalled. “It was where people came during moments of stress, celebration, or crisis. We shared information. We supported one another. We became a stronger team.”
This sense of shared mission and openness has helped Elk Grove PD not only operate more efficiently but build a culture where innovation and trust go hand in hand.
Technology as a Force Multiplier, Not a Replacement
While many departments talk about modernization, few invest as intentionally as Elk Grove. Under Chief Davis’ leadership, the agency was one of the first of its size to launch a real-time policing program and embrace Drone as First Responder (DFR) deployments. But what’s most notable is how those decisions were made.
“I never once came back from a conference and told my team, ‘Buy this platform,’” Chief Davis said. “Instead, I asked them to explore what’s out there. To talk to other agencies. To bring back what works. Because they’re the ones who’ll use it.”
That bottom-up approach has led to smarter investments, deeper buy-in, and solutions that actually enhance frontline work. It also allowed the department to stretch its resources further, using technology as a true force multiplier rather than simply adding headcount.
Transparency, Accountability, and the Role of Real-Time Policing
Chief Davis is clear: real-time policing isn’t just about faster response times. It’s about better policing. More informed, more accountable, and more equitable.
“Bias can’t thrive when you have systems that are transparent and consistent,” he said. “With real-time support, we’re reducing unnecessary contacts and increasing officer safety. And that ultimately builds greater trust with the community.”
He sees this as not just an operational shift, but a cultural one. It’s a way to position law enforcement as a profession that evolves, reflects, and improves.
Looking Ahead: No Ego, Just Impact
Asked about his legacy, Chief Davis was characteristically humble.
“I don’t spend much time thinking about legacy. I just want to be known as a good man and a good father. If I do right by the people and the community, everything else will speak for itself.”
