Revolutionizing Response: Flock Safety’s Impact in Scottsdale, Arizona

November 28, 2023

The city of Scottsdale is bustling. Home to 275,000 residents and a popular destination for over 12 million visitors each year, it sees major national and international events, from sports to conferences.

On any given weekend, Scottsdale could be hosting 70 large-scale events. With prominent landmarks like the Scottsdale Fashion Center and the lively “U” district, the city’s police respond to an average of 600 calls for service daily.

THE CHALLENGE

Scottsdale’s challenge was multifaceted. Declining interest in law enforcement careers led to staffing concerns. Yet, the city’s status as a major event hub and hotspot for organized retail theft meant there was no room for compromise on safety. The police needed to ensure large crowds’ safety, effectively allocate resources and weed out false 911 reports.

THE SOLUTION

Scottsdale Police turned to data-driven “hot-spotting” and chose Flock Safety’s suite of solutions. Their tech arsenal now includes:

• Flock Safety Falcon® LPR Cameras
• Flock Safety Condor PTZ Cameras
• Wing® VMS
, integrating third-party live cameras and VMS into FlockOS®
• Privately owned Flock Safety LPR cameras and approximately 4,000 live video streams from local entities, many of which are connected to FlockOS® via Wing® Gateway

All these devices feed into Scottsdale’s Real-Time Crime Center (RTCC) via FlockOS®.

THE RESULTS

Effective resource allocation & regional collaboration

With the comprehensive technology suite, the police can virtually “arrive” at any scene instantaneously. As Chris Henningsen, RTCC Supervisor noted the benefits: “If we get eyes on an active scene, especially with a weapon involved, we can promptly call in additional specialty units or seek neighboring city resources.”

Empowering operators and ensuring officer safety

RTCC technicians like Darlene Cook can now give real-time intelligence from multiple devices and integrated systems to officers. Whether it’s a car accident or a potentially risky situation, the additional layer of intelligence helps her dispatch the right resources effectively.

Time-efficiency in high-pressure scenarios

The integrated platform has reduced the need to toggle between systems. With LPR combined with live video, technicians can give officers a comprehensive scene understanding, enabling a strategic response.

"What our RTCC brings to the department is time. And time saves lives.

HIGHLIGHTED CASES

LPR + Video Lead to Faster Clearance with Less Manpower

During a weekend with several major events occurring, a car was reported stolen downtown Scottsdale. While the downtown area does not have LPR deployed, the Scottsdale PD strategically placed Flock Safety Falcon ® LPR cameras on major thoroughfares, which helped them locate the suspect vehicle promptly as it fled downtown.

Despite having two vehicles matching the description, access to live video cameras allowed detectives to quickly narrow down the vehicle, as the occupants were seen firing guns on video. Detectives quickly gathered all necessary information, averting the time-consuming task of door-to-door canvasing and video retrieval, thereby speeding up the

LPR Evidence in FlockOS® Saves Money on Overtime and Leads to Drug Bust

Officers made a notable quickly cleared a notable drug case using Flock Safety’s license plate reader technology. The system successfully identified and tracked a suspected drug dealer within the city, verifying the suspect’s frequent presence and vehicle details. This technology eliminated the need for manual surveillance, saving detectives an estimated 40 to 60 hours of tracking cameras from business to business and preventing substantial overtime costs.

LPR Stolen Vehicle Hit Uncovers Human Trafficking Case + Saves Victims

A Hot List alert from Flock Safety Falcon® LPR camera flagged a stolen vehicle, which RTCC operators quickly verified using live cameras. Law enforcement was alerted and multiple officers responded, stopping the vehicle. Immediate access to the police report from another agency revealed the car’s owner, a visitor in town, reported it was stolen along with a companion who had disappeared.

This vital information, relayed in real-time to the responding detective, pointed to a potential sex-trafficking situation. The companion, held against her will by a male passenger in the stolen vehicle, was rescued, and information obtained led to the discovery of another trafficking victim at a hotel. Fast access to LPR alerts and relevant reports allowed for a timely and coordinated response, leading to the successful resolution of a grave human trafficking case.
